Re: Support for Intro. 542-A, the “Landmarks Loophole” Law
Dear Speaker Quinn:
I write to express my strong support for Intro. 542-A, introduced by Councilmember Rosie Mendez. Intro. 542-A is vitally necessary to close a glaring loophole in the landmarks law, which currently exempts pre-existing building permits from landmarks regulation when a building is landmarked.
Intro. 542-A would require the revocation of such pre-existing building permits unless it could be proven that a substantial expenditure of work or money has already taken place under the permit. This is similar to standards already used for revoking pre-existing permits when a zoning change takes effect.
We have seen too many buildings in New York defaced or demolished or prevented from being landmarked due to the current rules. A closing of this loophole to protect our city’s historic heritage and character is long overdue. I hope you will bring this legislation to the floor of the Council for a vote and support its passage.
