Rudin/St. Vincent’s Environmental Review Begins

On Tuesday the Department of City Planning held a public hearing on the scope of the environmental review for the proposed Rudin/St. Vincent’s rezonings. GVSHP was there to call attention to several major deficiencies in the proposed environmental review and called for changes. GVSHP is seeking to ensure that the review, which precedes and should inform decisions about the requested zoning changes, accurately measures the impact the changes would have, and includes all reasonable alternatives.

GVSHP has called for expanding the environmental review to more accurately measure the impact on historic resources in the neighborhood and the effect of shadowing from the large new developments. We have also urged that the study look at the full potential impact of the requested zoning changes beyond the current Rudin/St. Vincent’s proposal, and that alternatives including not allowing any increase in the overall density of development on these sites be studied. The scope of the environmental review, which must be approved by the Department of City Planning, can have a big impact on whether or not the requested zoning changes are approved, denied, or modified by the City Council, Borough President, and City Planning Commission in the new year.
